Is there a way to sample out parts of songs - Remix - ETC?

I want to know how I can sample out parts of songs. For example an early 90's song by 3rd Bass sampled sledgehammer.

I guess my question is how did they do this? Or did they just remake all the parts?

yes this can be done. all you have to do is take the audio from what you want to sample, warp it, and then create whatever loop you want to use with your other audio. This is all explained in the manual, and the tutorials.
