Lots of step sequencers w/ randomization can disable/gate steps, for example MDD Snake or many K-Teck ones.

And you can use Velocity in Gate mode to filter out low velocity notes from sequencers that have steps for velocity.

You can automate/modulate MIDI FX and even MIDI Effect Rack Chains to ...

Simply holding Shit+Up/Down from the top or bottom can work many times.

Cltr+L (set Loop Braces) > Ctrl+Shift+L (Select Loop Brace Contents).

Seems your complaint is more about automatic Audio Quantization rather than automatic Warping.

By your description seems Logic and DJ software may auto-quantize as part of their Warp-equivalent functions.

But in Live, Warping and Quantization are separate things.

You can load a file as an Audio Clip (usually in Session View), warp it in any way you want, then drag and drop the warped Clip into Simple, it will retain the warping.

I believe the main reason the null breaks is due to the Snap setting being enabled in Simpler, but not in Sampler (in OP's "Issue Project").

Seems OP is unaware Live now has a device called Drum Sampler (separate from Sampler and Simpler)?

Freeze>Flatten or Bounce.

May want to use Crop.

May want to Ctrl+Z right after (or not overwrite when saving), if using destructive options like Freeze and Bounce in Place.

There is a doubler effect as part of the Phaser-Flanger device (its 3rd mode), and there a few doubler presets in the Core Library.

Scene Follow Actions don't work in completely empty Scenes, a Scene has to have at least one Clip in some Track for it to work, maybe that's your problem.

OP should contact Steinberg's support.

If you are editing TIME then that's expected, but just moving Clips should not cause that (AFAIK).
