I don't think that the midi cc matters in this case. As long as you assign a button to a clip and set the clip to toggle it should work the same way. I could be wrong about this but I'm pretty sure. Just assign each button a different cc and then assign the clips as desired.

The easiest thing to do would be to make some dummy clips. Just make a silent clip and set it to follow at the same time as the others. Put it in all the channels where you don't have anything.

I managed to get this to work by routing the MIDI data to an external out (on my M-Box) and then back to the external in by way of a MIDI cable. It's kind of awkward but it works. I think there's just something about Live's MIDI routing I don't understand.

Hmm, I didn't think I would need it either, but I was following instructions on the Blue Cat website. I'll try it without, although I don't think that it's causing any problems.
