your thread title is confusing.
from what I've read the Library content gets tweaked by Ableton from time to time, so most Libraries are probably not 100% up to date (not a huge deal.)
when you do an install it only installs Live, it doesn't look for Library content until you repair the Library except on a fresh install where no Library was found.

So if I would do a "Repair Library" on 8.0.9, would it fetch library-content for 8.1.1 and make 8.0.9 unusable? In other words, if you are not on the newest version & want to stay with that -> don't "Repair Library"?
& another one: If you are on the newest version, would Download Live Packs (Latin Percussion, Drum Machines, Session Drums…) become obsolete?

I don't think so. I'm usually not on the latest release and have never seen an error about the Library 'not being compatible with this version of Live.' dunno, this is a good one for someone at Ableton to answer definitively. it should work out OK but if it doesn't you can really get screwed. I also don't use a lot of Ableton's content, mostly just instruments and EIC samples.
