I've been having this same issue for years now, in Ableton 11 it happens basically once a week or so. It doesn't matter which mouse I use, it even happens when I'm using only the touchpad. And usually it never solves itself so I have to just force Ableton to shut down.

It seems like it happens more when dealing with long audio clips.

Today I was recording an almost 30-minute long audio file, and when I wanted to drag out the clip this happened. I didn't want to lose the recording so I waited almost 1 hour for things to go back to normal, but it didn't, so I had to go to Task Manager to shut down Ableton, and I lost the recording... This issue has ruined many studio sessions. Guess I just have to remember to save right after each time I record something

This was such a depressing bug, Ableton could confirm this is happening to some folks, but couldn't replicate it themselves. It seems to be a combination of things that cause this. I had this since v10 at least, and it always happened when projects became too CPU-intense. Some weeks ago, they introduced a fix for this, and I believe it wasn't just the Beta, but the stable version of Live 11. Did you make sure you are on the latest updates? I haven't had this since the fix, even though my projects still bust my CPU.

I’l also having this issue, and as others have stated, it only seems to happen on large projects. It became so annoying that I eventually just changed my workflow and started splitting clips and deleting the unwanted part instead of resizing. I’m on 11.0.11, thinking of updating to 11.0.12 hoping it might help, based on the post above.

I just looked through the changelogs for Live 11, and it appears the fix already made it to the Beta version quite some time ago (that's why I thought it had been fixed for everyone), but the stable version still has this problem. Either wait for 11.1 to release, or try signing up for the Ableton 11 Beta, it's free and applications go through very quickly. Try not to be fooled by the Beta label—apart from once in maybe three years, all Betas have had only minor issues and work(ed) pretty solidly. I'm a complete sinner and use the Betas for production since I first applied.

Ableton Live 11.1 is out now, some users already started spotting the update at some point yesterday, and now there's also an official changelog and downloads are enabeld: https://www.ableton.com/en/release-notes/live-11/ .
That will hopefully solve the problem also for you. What I just found out is that stretching audio with Ctrl + Shift + Drag is still a bit glitchy and shows similar behaviour, but is a lot better than the 'normal' sticking problem and usually stops almost immediately.
