I think they must be re-designing the midi spec.
Last time I checked Live already thinks a program change event is a pitch bend message while assigning mappings.
Seriously, Why cant we use program changes to fire a clip or change rack chains?
Who knows, maybe sysex might get thrown in for good measure in the next release?

I was wondering about this recently - it reads REX files, but you can't see those files in Live's browser, so how does that work? I wish you'd be able to preview them from the browser just like an audio file, and simply drag into Sampler like you would with Simpler. Also, with a REX file loaded how does Sampler work for simply using it as a playback device for the file? Is it just triggered from a midi note?Sampler reads .rex files and has multiple outs

Although the midi spec is getting long in the tooth, it is still current and not from the 'days gone bye'. I wish it was better, but until we see something that actually is, I would love our Live to support it.
