a real long shot but try one of the mo wax cds "heads" - i vaguly remember an early one from around 96 that had a dj shadow track that could be described as that

there are some songs from the Metal band Korn that have got some bagpipes in it...and well...they sound way cool!!!!

I've been looking for good bagpipes and chinese instruments sounds for a longtime.If you find some good bagpipes please post where to go.There seems to not be enough of them on the market.And no one wants to make a dedicated synth/sampler for such instrument.
