This is obviously not the case because they're bringing up the ability to hack the APC40 as a selling point of M4L.

I'm not sure if it's a punctuation problem or what but I'm not clear about what you're saying here. M4L can't control an external processes by itself but I'm certain that a device should be able have external control via ReWire ports on Live's tracks.
