sounds like a cautionary tale for organising sound libraries. I used to DJ, and then came along the streaming music services. Not that this killed my DJing, but the mess that it made of my library did me in....

What are you using for the pancake that appears to be under the Push? ie, the tray: is it also part of this project? What do you typically use it for?

another limitation is that it appears to only keep track of stock folders.

Open your directory on Push from the Live browser
Go to Push>User Library>Presets>Midi Effects
Create a New folder within this subfolder named "Expressive Chords"

I'm definitely making this project.
Might look for an auction lot of Gem hardware, just in case the additional parts work for a studio. I've a less professional set up with pirated electronic drum kits and ultimate support stands

I think a related, and perhaps more ideal workflow question would be "why aren't the presets for expressive chords showing up on my Push?"

you can leave the project in the Templates folder, but when it opens a set, you will go to Current Set under files and save it as a Template, as indicated. I will add that I am not getting any warning of missing references or files from within the set itself. In other words, no "some samples are missing" prompt once a set is opened on the Push3s. So shall I expect smooth sailing? So far, so good
