Amen , those cut off midi notes are driving me crazy too !
Usually I just consolidate the whole midi track and re'edit the cut off notes ... making the whole 'loop' button in midi clips useless :-(

I haven't read the whole thread but all I can say is that I never have been able to go below 10ms latency on my PC using either my old EMI2|6 usb soundcard or my new PCMCIA EMU 1616M. prolly different loops mapped to a keyboard , with some loops mapped a couple of times with different start/end points it's like slicing a loop in recycle but instead of cutting the samples you just define different startpoints for the loop if you are not such a strong keyboardplayer , just trigger ...

Hmm , already owning operator & sampler only gives me an extra discount of 40$ (259$). getting sound out of midi track : ======================= a midi track is nothing without an instrument to play it --> drag a simpler instrument onto the midi track --> drag a sample (click / hihat / ...) into the simpler --> now your miditrack will be played by the simpler instrument and all wonder...
