2 things to try:
1) I know you already mentioned using a gate, but what you might want to do is first set up a compressor that gives you a lot of sustain, and put a gate with a long attack time after the comp but triggered off the clean signal. That should work better than just a gate with a long ...

One might as well just not use compressors at all and draw volume curves, and in the case of multiband compression EQ curves, by hand... yet compressors do this more time-efficient. But it surely would provide the most controlled and best sounding results to do the volume curves by hand ...

When I save a rack that includes an Ext. Effect or Ext. Instrument it always comes back with the routing as I saved it, unless I've changed the output/input/midi config. Not sure why it's not working for you. Although, I've never done it in a drum rack.
