Are your mp3 playing right on other softs than Live? I guess not but maybe I'm wrong...
For what you say maybe your mp3 were encoded with a codec that cannot be read correctly by Live...
? 8O ?
If they play allright on your mp3 player you can export 'em in .wav and at least you will be able to ...

See I just set up a new PC
ASUS P5K-E motherboard
Intel Core 2 Duo @ 2.33Ghz
4 Gb of DDR2 RAM (so 3'25 in windowsXP)
NVIDIA GeForce 8800GT alphadog
System Disk is on IDE
Another 750 Gb disk on SATA
M-Audio FW410 audio device
Windows XP SP2 (original)
I thought everything will go smooth ...

Did you try with a vocoder?
You place a vocoder vst on a track and you route a synth into it as Carrier and a voice as Modulator, that way you can have nice hybrid voices, kinda funky/galactic... :)
There is also this soft .. Vocaloid, from Yamaha, where you can "compose" singing voices. I don't ...

Maybe not really the exact solution but...
Sounds like a moog + an amp + a good EQ.
So in VST I'd set a triangular wave or a triangular+square waves on my moog (or any synth) plugin, with amplitude release 0 and no envelope filter.
and the route it to an amp plugin like Guitar rig or Amplitube ...

Firewire midi controller is quite a concept. I don't thik it would solve your problem though.
Did you check your Driver Error Compensation in the preferences?
Options > Preferences > Audio > Driver Error Compensation : set it so your Overall latency gets as close as possible to 0.
